would recomend a hybrid as these have a good gear range to help you with your cycling. as for electric bikes see the kinetics site that is listed below. Also sinclair research in the UK
supply motors for bikes.

I would also recomend that when you finally get a bike to probably buy a second hand set of rollers (turbo trainer), this will help you get used to your bike
and ease yourself back into exercising, I.E. you will not have to put up with bad weather.
