Whilst you may consider DocB's comments to be rather unhelpful for you personally, nontheless what he says is meant for all readers of this site. The bikes you buy from supermarkets are, quite frankly not fit for purpose. In your case you've bought a heavy bike with knobbly tyres on it which absorb all your energy just trying to push the thing along. This is particularly noticeable on the road, but to answer your question, Yes, smoother tyres will make a difference to a certain extent but there's not much you can do about the rest of it. If its 20 years since you last rode don't try to do too much at the beginning. Choose a flattish route over about 10 miles and take your time. As you get used to it you can extend the distance. Once your legs get more used to it your speed will improve, but again, take your time.

As a final comment, aimed at all new cyclists considering cheap bikes. Note the selling price, take 20% VAT off that, take a reasonable retailers profit margin off that. Then consider that out of what is left there are distribution (wholesalers) costs, shipping costs from China, manufacturing profit margins, and a 48% anti-dumping levy imposed by the European Union, and you will understand that the bike you are looking at cost an awful lot less than the selling price to make! However, it costs no more in labour to make a good bike using decent components, the shipping costs are the same as above, so in reality a bike at ?300 plus is far better value than a cheap one.
