Can anyone help us locate brackets for steering/brake for recumbent?

Hello,
My friend is building a long wheelbase recumbent with two 20" disc wheels at the front and one 26" mountain bike wheel at the back.
He is welding a square section sturdy frame together quite soon, and we need to know if you can help us source a part for the streering and braking area? We need a bracket each side at the front to attach to the frame sides (where the wheels attach) - so that we can securely connect the steering rods, disc brake brackets and disc braked 20" wheels. Would you know of anyone able to provide, where we can affordably obtain the correct parts for welding/fixing?
My friend has two tubes fabricated - which are 1 and 1/8" inside diameter, and will accept an ahead adapter each so that the two handle bars can be attached (so that they are close to either side of the seat). These two tubes will be welded into the frame at a correct angle. So, all we need to continue the project are the brackets which will make it possible to steer and brake etc. at a very affordable price as on an very limited fund.
