My suggestion would be to go for a touring style bike and ask if the shop would change the drop handlebars to either straight or butterfly bars for you. They should do this without charge as the flat bar brake/gear levers are a lot cheaper than those for drops. This will than also give you mudguards and pannier rack which you probably need for you commute anyway.
Alternatively there are some flat bar lightweights on the market, but these are usually based on racing bike frames which do not have mudguard clearance above the wheels.
