New to cycling, advice on first bike

Hello,
I've just started learning to cycle and need to buy a bike to practice on - not for commuting to work, too far, just a bit of road in order to get to parks...The bike will sleep in the street so even though I will buy good locks, I don't want to spend a lot (next year I will move, bike shed - better bike).
So basically I'm looking for a simple bike for 1 year, cheap but reliable, hopefully I will feel confident enough at some point to put my daughter on a seat at the back, and to use 1-2 a week max on tarmac/paths in parks. Some friends have recommended decathlon and being French I'm tempted - they've always had a good reputation in France - thinking of the Elops 3 City bike (http://www.decathlon.co.uk/EN/elops-3-2009-69566742/). One important details is that I am small (height and built, like my daughter!) so I have found many bikes to be too big for me, the reach to handles can easily be uncomfortable - at least the Elops 3 is small...but just wondering if it really be OK for paths (the salesman said yes, smooth paths.)
