Yes you should put a thin layer of oil on the chain. You can buy wet or dry oils which are specifically for chains. Generally wet for mountain bikes and road bikes in extreme conditions, dry oil for road bikes, normal conditions.
Do NOT put WD40 on your bike anywhere especially the chainn use a teflon based aerosol if you must. GT85 or TF2 are good. Put it on the gear mechanisms especially round the pivots. There should be no need to lubricate the cables as the outer cable has a nylon based sheath inside it. If you have bare cables you can put some of the oil on them to help prevent rust. Better still use stainless cables.
If the build up of oil is thick it probably has mud in it so clear that off with a screwdriver or something. Then use either a chain degreaser or even parafin in a tray to clean the chain. Don't forget to oil it afterwards. properly.
