Then you've got a problem: you can have cheap or you can have efficient (and reliable) but you can't have both.

Probably a good bike for the riding you intend to do is a touring bike with chunky tyres e.g. 700 x 38, but most new ones are £1000+. Edinburgh Bicycle Cooperative do one for under £500 with rack and mudguards, and there are some others at that price, but they don't appear to have a rack and mudguards, so you'd have to factor that in. You could always try ebay or local shopping forums for a decent second hand touring bike, but you really do need to know what you're looking for. Your best bet might be to go and talk to your local CTC section, get their advice and ask if anyone has any decent bikes for sale.

A good touring bike has a good range of gears, good load carrying capacity, and is stable, predictabe and comfortable and reliable, and will cope with all but the most extreme off road stuff and will still be quicker than an MTB on roads. Don't be tempted to buy something cheap and cheerful: you'll spend an awful lot of time and money getting it fixed. For the length of time you're going to be on the road, reliability should be paramount.
