Yes, I would suggest the 16" frame would be too small for someone 5'8" tall, the handlebars would be too close to you for a start. An 18" frame would be about right. I wonder if that was all they had in stock. As a rough guide, take your inside leg measurement (to the ground) and deduct 12" to give you the frame size for a mountain bike or a hybrid. If, however, the bike has a supension seat post then you will need a smaller frame again. This is because you need to allow for the spring part of the post, some have 2" springs and some 3". Hope that helps.
