I suspect cotterpin has got it spot on in suggesting that the salesman was under pressure to get rid of that bike. 16" way too small for somebody of your height unless your body proportions are very odd.

In answer to your last question, as a general statement price is the best indicator of quality. The reality is that most bikes come from relatively few factories and are made from the same components and arrive here by the same routes and so equivalent quality generally costs the same price. Check out your local bike shops (avoiding the one you have already been in) and see what is available in your budget. Places to avoid are those that offer large discounts - the bikes are rarely worth the "discount" price let alone the previous price which is often mythical. Places to focus on are those who pay attention to you rather than to the sale. Ask around other cyclists and you will soon get a feel for which shops are most helpful.
