For a jacket, apart from being windproof, there are a few things to consider.

a) Length. You don't want anything which comes down below your hips - if a jacket is too long then it gets in the way of your leg movement as you cycle.

b) Padding. I prefer an unpadded windproof jacket. After a mile or so your upper body warms up quite well so too much padding will result in you getting too hot. For the last 25 years I've been using unpadded 'Rohan' jackets for cycling right through all the winters, but I'm sure that there are other suitable brands around.
