Hello Su,
You don't say what age/weight your children are but most twin trailers have a capacity of about 40/45kgs. Make sure that the tyres on the trailer and on the bike are pumped up hard. If they are knobbly ones on a mountain bike then that makes it harder to push as well, so change them to ones with a road tread.
As far as electric bike go you would need to check with the manufacturer as there is a vast difference in the capability of a cheap one and a decent one. For the UK they are restricted in power to 200 watts which may not be sufficient to give you any benefit. Also remember that although they may be electric, you still need to pedal. Many people are under the impression that they are in effect an electric motorcycle and all you do is twist a throttle - not the case I'm afraid.
