You say in time with the revolution of the wheel... Are you sure it is not in time with the revolution of your pedals?
The commonest causes of the kind of noise you are describing are pedals, cranks and bottom brackets. You might not believ me, but these noises almost always sound like they are coming from further back.
Low end bikes often have cheap quality pedals which can have pretty ropey bearings. Additionally, the pedals may be working loose from the cranks.
Check that your pedals spin freely (but not indefinintely) and that there is no play between the pedal body and the pedal axle.

Second possibility is loose crank bolts. You'll need aither a 10mm allen/hex key or a 15mm narrow socket to tighten the crank bolts. It is normally the left hand crank that is prone to coming loose, particularly on lower end machines.

Regardless, your best solution is to take the bike back to where you bought it. Most reputable retailers offer a free bedding in service, such that anything that might have eased since you walked out with it can be checked for tightness and adjusted as necessary. I'd certainly not suggest you start stripping down more components (like your hubs!) as you'll likely invalidate any warranty on them.
