Return to cycling baffled by inner tube size and selction.

Hi New to Forum but not new to cycling,although its after a 30yr break that I now have the time to return to the activity.Ive aquired a Dawes Street Cruiser which has also been standing fro many years and requires new tyres and tubes.The size as shown on tyre and tube is 700X38C,which I think translates as 28X1 1/2 X 1 5/8 ??
Tyre pressure which I find amazing is between 70psi and 85psi.

Questions:Is that tyre pressure necessary or can a lower one be used for what essentially will be low speed road travel?

Will a tube of 700X37C fit in place of a 700X38C (reason being I have been given one!)

The tyres I purchased where the Schwalbe Marathon Plus 700X38C (puncture resistant)

But again I am baffled by the amount of differing priced inner tubes so any advice on prefrence would be appreciated
