700x37 inner tube will be fine in a 700x38 tyre.

I'd also say that the pressure is fine and you should run tyre pressure at the values stated on the tyre sidewall. Any less and you'll be doing dame to the tyres.

Price variations on inner tubes tend to be the result of differing qualities of materials used, whether the valve compnent or the rubber laetrial and construction. Extruded seamless tubes would typically be lighter and more expensive. Valves without replaceable valve cores would also be cheaper.
